Japan is set to release over a million tons of contaminated nuclear waste water into the Pacific Ocean; the result of the2011 Fukushima earthquake and resulting tsunami. Who should determine how and when this type of nuclear waste is disposed of? Does Japan have sovereignty in this matter?
